Most HR software is sold per employee per month and assumes every company runs leave, attendance and approvals the same way. When your rules don't fit — shift-based attendance, region-specific holidays, multi-level approvals, contract staff on different terms — the team ends up running the real process in spreadsheets beside the tool.
I build HRMS software on Laravel that follows your policies instead, and I usually start from my own HR & Payroll product rather than an empty repository.
What a custom HRMS usually includes
- Employee records — profile, documents, reporting manager, department, employment type and a history of changes.
- Attendance — manual, shift-based or imported from a biometric device export; late marks and regularisation requests.
- Leave — leave types and balances per policy, carry-forward rules, holiday calendars per location, approval chains.
- Approvals and workflows — multi-level approval for leave, expenses or document requests, with a full audit trail.
- Employee self-service — apply for leave, download letters and payslips, update personal details.
- Reports — headcount, attendance and leave reports exportable to Excel or PDF for management.
Starting from a working base, not a blank page

For a custom HRMS we compare your requirements with what the base already does, then scope only the differences: your approval rules, your reports, your integrations.
That usually shortens the build and lets your HR team test a working system in the first weeks instead of waiting for a finished one.

Hosting and data
You can host the system on your own server or cloud account, or I set up staging and production for you. Employee data stays in your database, and the full source code is handed over so another developer can maintain it later.
